Well, as of now, there are a few things wrong with our Underground and Upstairs systems. For one thing, most of Underground Magmos is just empty space. That's not right. Plus, we can walk on thin air upstairs.

This isn't right. Why not, to make the game a little more interesting, we add special Dirt Wall turfs underground in the building area that can be dug through (right click option, 2 second delay) to make room for building. Pokemon can do this Faster (One second delay). And to prevent people from tunneling into the main areas, special non-diggable turfs could be created.
As for upstairs, how about if you step on an air tile, you fall to the ground. To counter this, you can Build scaffoding (which is a right click option, 5 second delay) which can be walked and built upon. Pokemon, however, cannot build this, since they will be getting a major overhaul to their building in PMR2.
This will make it a little more realisttic and prevent people from tunneling into areas they aren't supposed to get into.
