Housing Declaration #16

Players are allowed to build inside certain towns with a permit. Those who are allowed to build inside certain towns must only do so in empty lots, which if none are available more will be added by a GM. Players who live in a City must pay a 50 Pokedollar tax per week they are inhabiting the house.
