Legendary gyms usually are frowned upon by sprout. Make like a steel or psychic gym instead for jirachi.

Oh came on it would be chalenging enyways to do it like that..Or do a physic gym couse jirachis type is physik....So it would be good for a jirachi to be last pokemon theyd face..But no i restarted and i was a carvanne..
